Abstract

The government of immigration in Spain: between the criterion of effectiveness and that of political legitimacy

This article describes the emergence of immigration as a political issue and analyzes the response of the Spanish State to this new social phenomenon. The most significant stages and events of the evolution of the Spanish policy between 1985 and 2000 will be accounted for, in order to identify the ideas, values and interests that have encouraged public debate on this issue and the institutional and social tissue where they have developed.
