The Catalan Crisis, the Spanish Constitution and the Constitutional Court (1998- 2010)
This essay examines the political and institutional issues of the so-called “fourth phase” (2002-2010) in the process of building the State of autonomies. This phase began with the Basque government’s proposal for a new Statute and ended with the controversy over Constitutional Court Ruling 31/2010 on the new Catalan Statute, which gave rise to the independence movement.
